Stevens Construction, founded in 1919, and Eddie Painton and Associates, started in 1915, merged in 1970 to form STEVENS Painton Corporation.

Stevens Engineers & Constructors has an excellent opportunity for an experienced and highly motivated Project Controls Analyst to become a main point of contact for contract and financial coordination with the project team, owners, and subcontractors to join our Cleveland Operations Team. This individual will be responsible for all project financial transactions including job cost transactions, preparation of monthly payment requests, coordination of all subcontract change orders, payments, schedule evaluation, forecasting, and waivers/affidavits. The ideal candidate will be results driven, have a client focus approach and will work well independently and as part of the project team.

KEY RESPONSIBILITIES

Reviews owner’s contracts to ensure all terms and requirements are being met.

Organizes, enters and maintains budget information in project accounting system.

Reviews and enters purchase order and subcontract agreements; manage subcontractor payment distributions.

Develops and/or tracks detailed procurement and construction resource loaded schedules; supports management and supervision through preparation, updating and maintenance of forecasts and identification of schedule and performance variances utilizing earned value methodology.

Analyzes job cost and identify problems; compiles and issues project performance reports; brings critical issues to the immediate attention of appropriate management personnel.

Actively leads the billing process including regular cash flow maintenance; helps to identify over/under billing situations.

Compiles and maintains change order documentation; assist in presentation to customer.

Reviews and tracks waivers, affidavits, and collections, maintain bond information request forms.

Utilizes analytical systems, methods and tools to monitor the project and complete weekly and monthly progress reports to management and/or customer as needed.

Participates in project review meetings; assist in job closeout process.

Provides job and corporate audit assistance.

 

SKILL FACTORS

Graduation from an accredited four-year college or university with a major in accounting, business administration or a related field is preferred.

Three (3) years of related project controls and administration experience.

Must be adept at problem-solving, including being able to identify and resolve issues in a timely manner.

Must use the utmost discretion in handling confidential information.

Must possess strong interpersonal skills.

Must be able to communicate clearly, both written and orally.

Must be able to effectively read and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze information.

Must be able to prioritize and plan work activities as to use time efficiently.

Must be organized, accurate, thorough, and able to monitor work for quality.

Must be dependable, able to follow instructions, and respond to management direction

Must have proficient computer skills Microsoft Office (i.e., Word, Excel, PowerPoint and Outlook) and become familiar with Viewpoint software.

Stevens Engineers & Constructors has an excellent opportunity for an experienced and highly motivated Purchasing Agent to join our Cleveland Corporate Headquarters Team. The ideal candidate will have purchasing experience in a heavy industrial construction market.

 The Purchasing Agent will be responsible for ensuring that products, materials, services, equipment and/or subcontractors are provided to schedule and according to budget. This position plays a crucial role in ensuring that construction contracts maintain profitable, and that the most cost effective materials are used to lower outlays. Seeks quotes on prices and availability of materials from a variety of suppliers and manage and report on the accumulative cost of all new purchases. As well as assuring that all materials comply with health and safety guidelines, and that the project manager and/or estimator is fully briefed on the cost of materials.

KEY RESPONSIBILITIES

Procures materials and subcontracts from qualified vendors and subcontractors.

Confers with project managers, users and vendors to discuss defective or unacceptable goods or service and determine corrective action. 

Leverages vendors/subcontractors across multiple procurements to create cost savings to project(s).

Researches and evaluates suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the supplier’s reputation and history. 

Assists Operations in creating the general and special conditions, safety responsibilities and scope requisitions for each project to ensure that the scope, schedule, insurance and bonding requirements are clearly defined.

Examines the plans and specifications for any deficiencies, construction issues, and technical questions and refer any findings to the project managers.

Negotiates scope, price, and subcontract terms with vendors and subcontractors through subcontract award.

Issues recommendations for approval of subcontractors/vendors and any awards to such subcontractors/vendors to client and/or project team.

Prepares and issues subcontracts or oversee process and follows up for timely execution of the subcontracts, observes receipt of insurance certificates and any other project specific items that must be submitted to complete the subcontract process.

Assist Project Managers to monitor shipments to ensure goods come in on time and resolve problems related to undelivered goods. 

In conjunction with the project teams, develops, executes, and monitors risk management plans where/when required.

Resolves issues with regard to any disputes relating to scope of work and change orders.

 

SKILL FACTORS

Bachelor’s Degree with major coursework in construction management, business administration, engineering, supply chain management or a related field is preferred.

Five (5) years of industrial construction purchasing experience. Project management and/or estimating experience is beneficial but not required.

Communication Skills - Strong written and verbal communication skills.

Negotiation Skills – Demonstrable experience in negotiating prices and terms and conditions.

Interpersonal Skills – Are a basic requirement considering that this position works closely with the Operations Team Members, vendors, subcontractors and other involved parties.

Critical Thinking Skills - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Technical Skills – Knowledge of market research, data analysis, purchasing best practices and the technical aspects of construction.

Analytical Skills - Must be able to multi-task and be good at planning.

Time Management Skills - Works under strict deadlines but should still be able to produce the required output in accordance to set schedules.

Cost Consciousness – Works within approved budget; develops and implements cost saving measures; contributes to profits and revenue; conserves organizational resources.

Judgment – Displays willingness to make decisions; exhibits sound and accurate judgment; supports and explains reasoning for decisions; includes appropriate people in decision-making process; makes timely decisions.

Planning/Organizing – Prioritizes and plans work activities; uses time efficiently; plans for additional resources; sets goals and objectives; and develops realistic action plans.

Strong Work Ethic – Must be results driven.

Advanced Computer Skills - Microsoft Office Suite including Excel and Microsoft Project. Working knowledge of business systems (i.e., Viewpoint) software.
